In addition, the billions of dollars that Americans spend on lottery tickets could be used for retirement or college tuition. So, while it may be tempting to buy a few tickets for fun and a chance to win a big prize, it’s better to avoid them all together and use the money for other purposes.
The word “lottery” derives from the Middle Dutch word lotinge, meaning “action of drawing lots.” These first public lotteries were held in Flanders in the 15th century and raised funds for town fortifications and assistance to the poor.
Today, state governments are forced to promote lottery games as a way to generate revenues. But, this can be at the expense of the larger public interest and the welfare of the poor. Whether or not this is a proper function of government can be a difficult question to answer.
